    Jointly developed between Hellspont Industrials, Ceres Metals, and Majesty Metals and
    Manufacturing, this Phoenix Hawk variant was built to serve one primary purpose.  To be a
    boot for their respective governments.
    In the wake of the uncertainty following the Jihad, Sun Tzu saw need to outfit his peace
    keeping forces in the more rebellious parts of his empire with a home grown design that
    could discourage both foreign and native aggressors.

    While over 10 KPH slower than the normal Phoenix Hawk, this Mech rapidly gained a
    justifiably loathed reputation on the field.  With a particularly cruel weapons loadout this
    machine was immediately recognized for what it was. "Punishment for those who dared cross
    those deemed their betters wielded by someone more than willing to follow any order."

    This was not a cheap design as originally intended.  In fact, the program proved quite
    costly.  Given the fact that most enemies capable of fighting back took particular joy in
    mass firing on these units, and given it takes a certain mindset to pilots such a machine,
    the units were only ever a limited success.
