Overview:
Two decades ago, the Raven was a House Liao experimental attempt to produce a 'Mech that
could provide a battalion or regiment with sophisticated electronic-warfare capabilities.
The equipment was not a complete success, both because it was too heavy and because it was
not sophisticated enough to turn the tide of a battle. Recovered technology has changed all
that. Produced only by Hellespont Industries on Sian, the Raven is striding off the
assembly line bristling with the most advanced electronics ever seen in the Inner Sphere.
The key to making it all work are the lighter materials and equipment now available.
the Hermes 210 XL engine saved enough mass to equip the Raven with even more electronic gear
than planned in 3025. The Guardian Electronic Counter-Measures help shield the Raven and
the rest of its unit from enemy sensors. the Beagle Probe, which meshes especially well
with the Apple Churchill 2000 targeting system, locates even hidden enemy units. Once it
locates the enemy, The Raven can bombard him to rubble in two ways. The target-acquisition
gear, hooked directly to the Beagle probe, spots the enemy accurately for friendly fire from
the Arrow IV artillery missile. Besides this, the Apple Churchill Guiding Light Narc Beacon
provides a magnet for direct fire missiles, from the Raven and the rest of its unit.
The economy of weight allows Hellespont Industries to make the Raven better-protected
as well. An additional half-ton of armor protects the front torso and arms, and Cellular
Ammunition Storage Equipment shields the missile reloads against an internal explosion.

Not as useful as it seems at first glance. Lots of electronic equipment will make this a premier spotter, recon and ECM-support machine but its low speed and lack of JJ´s combined with its low armor-protection will lead to a quick death on the battlefield.

Raven was the first true EW 'Mech available to inner Sphere since the SW era. It's inefficient, fragile (the enemy easily recognizes that by killing one small 'Mech lands a hard blow on the other side) and slow. 6/9/0 movement is just average and doesn't allow the 'Mech to leave the field quick enough. And single heavy hit can disable one of the valuable and hard to replace systems (at least it can take a gauss slug without dying). The armament looks threatening, but the problem is that the 'Mech can't fight at longer range, so it has to rely on TAG. I wouldn't mind dropping the Narc, because it's use involves getting closer to the enemy, but at least it can keep the attackers away. I have mixed feelings when I see this 'Mech, but it earns bonus half point for being first.
EDIT: I wanted to write about an upgrade somewhere else and endedup with a review... This 'Mech suffers from an attempt to put a lot of new tech on one chassis. It's certainly nice to have a machine that can find the enemy, call missile support or artillery and disrupt electronics, but the problem is that this chassis sacrificed a lot to achieve that. Lasers and SRMs speak clearly of an attempt to keep this thing properly armed, but it's far from stellar. The worst thing however, is the combination of average speed, moderate armour and super-fragile XL engine. This thing can do it's trick, but will probably die trying repeat it. Either the support it can call is truly massive, or this thing will end up in the scrap yard. An expensive fun for my tastes.

Those fancy electronics and XL engine could really use more protection, and its mission calls for mobility. The idea is good, but I'd prefer more armor and/or jump jets.
Losing that 11th heat sink would be a good way to get the tonnage, maybe even downgrading the weaponry. Merely average as is.

Just slapping every electronic device you can onto a 'mech does not make it useful. As it stands, this tries to be both scout and spotter. It could really use jump jets in either role.

Dump the NARC suite for armour and you've got a scout mech that can last more than a single pass against the enemy. Maybe weapons/HS too.
As it stands the best Elint machine in the game in 3050 is built by the worst house, and given its only XL engine class for the time period.
Its good but not stellar as its not combat capable with this setup.
