Note: this is just my opinion, but both the VTOLs you posted are too slow. With only 2 points of armor on the rotors and the rotors are life, you want your movement mods as high as possible while still being able to maneuver.
I personally consider the minimum speed needed for any VTOL to be 8/12, and preferably 10/15.
I also prefer long-range weapons, again, to help keep TM’s as high as possible for my enemies.
Some designs can make use with other concepts, but they are few and far between.
