Overview:
    THis is a Comstar attempt to recreate the venerable Locust as a city garrison unit.It has
    been slowed down and given clsoe range power for city confines.

Capabilities:
    This is slow for a 20-ton mech, but it has Jjs to augment its weapory consisting of a pair
    of small lasers, a medium Pulse Laser and  a pair of Rocket Lancher 15s.

Deployment:
    The only full lance is deployed on Solaris VII to act as a quick response unit, and Comstar
    plans to deploy a reinforced lance to evey major city in its domian by 3070.
