IMHO, the original Dart stank; for as fast as they were wanting it to run, they needed an XL engine to deal with the sheer size of the thing.

Time for some fluff text:
==Overview==
In the wake of such incidents as the near-capture of Coventry by Clan Jade Falcon and the relative mauling that the Pro-Katrina forces received during the FedCom Civil War, the Lyran military was forced to finally take a good, hard look at the way they had been organizing and running the military. Chief among the topics to address was the rapidly growing disconnect between the traditional heavy bruisers that were the core of the Lyran military and the often unsuccessful high-speed hit mechs that the nation had spent the past decade and a half less-than-successfully attempting to integrate into their ranks.
The first design on the chopping block was the Dart. When uncensored feedback was returned from the pilots, the military discovered a mech that could barely even accomplish its assigned mission of hunting down battle armor and was largely unsuitable for most other missions outside of recon and messenger duty. The simple truth of the matter is that an average Elemental operated by a competent pilot out-ranged and out-gunned the Dart under its standard configuration.
The military responded by ordering Coventry Metal Works to cease the use of small pulse lasers in the mech and instead permanently replace them with medium lasers, thereby giving the machine much-needed range and damage potential. This bought the design some breathing room in that it was now a half-way competent anti-battle armor machine, but it still had trouble against anything heavier than light armor. This was brought to the fore during the Jihad, when Dart units began to suffer astoundingly high casualty rates even compared to such stalwart designs as the Commando.
After Coventry's liberation from the Word of Blake, technicians from Vining Engineering and Salvage Team (VEST) and the Furillo plant of Defiance Industries were sent to the planet to help restore Coventry Metal Works to full operational capacity and assess what damage - if any - had been done by the Blakists during their forced occupation of the facility. During this time, a group of them overheard a conversation between a senior Lyran military leader and factory executives during which the future of the Dart was debated: the Lyran Alliance needed all the mechs it could get, but even many former pilots held reservations about the Dart for all of its shortcomings.
Taking this as a challenge, the technicians decided among themselves to redesign the Dart in order to make it a more all-around effective machine in exchange for a potential licensing deal concerning the result of their efforts. After several weeks of trial-and-error by committee, the Dart II was born.
