I believe that munchy is the need to use items which take the skill out of the game, and instead relies on the random rolls.
I think Gauss rifles are munchy.. LB20xs.. and much if not most of the new technologies.
Clan mechs can be very munchy...

*BLATANT SELF PLUGGING AHEAD! PROCEED WITH CAUTION!*
I agree with Talen, you can't really classify anyone tactic or idea as muncy, its just the way the cookie crumbles.
What can be classified as munchy is the attitude of the players. If the player absolutely refused to try something new, and wants to do the same thing over and over, then that is munchy. its that problem which has led me away from BattleTech over the past two years and into my own game, which doesn't allow munchy players to exist.
For example, jumping/movement modifiers. Movement barely does anything my game after the first half of the battle. As soon as the battlefield is opened up, the manuvering is open and you hope that you have gained the right territory to win the opening engagement (i find most battles are settled in the first three turns, with high manuvering and tactical position occuring at first, followed by a major fire fight. In only one game have I seen a badly positioned force manage to shoot their way out of beautifully executed trap, and that was purely from the luck of the dice). To disrupt this opening engagement I have introduced Guided Missiles (with much help from my Co-Leader Gangrene) which disrupt movement and can make both players rethink their entire opening campaign. Its a beautiful game, and when it comes down to it lasers and cannons are fairly equal on the battlefield. And guided missiles are balanced out by the fairly cheap, low tech, AMS (which is far more efficient then the BattleTech one!).
So watch out for my post on Cry Freedom and its website, and make sure you order a copy from me at the first oppertunity I figure out how to get copies ordered, and how to pay business tax and all that other crap (also I heard somewhere that the Government will give me a grant to help me get started). Well anyway ta ta for now.

Winning isnt always the goal of a player. Hell, I play to have fun, I dont care if I win or lose. If winning is ALL you care about, then you've lost sight of the game. When winning is all you care about, then your mind will do things, like telling you that pulse, tc, jump combo is the only way to go, cause its the only way to win. No sir, I dont think I like it...

Exactly Talen. Why play if you do not enjoy it. If you lose, do you then no longer want to play???? I say No.

Custom. Max Armor 6 AC10. Cityscape. NO JJ and 1/2 speed with a green pilot.
is this really munchy? I mean when was the last time you saw an AC platform. But he also thought my chimera with a long tom in the center of the park was munchy too. _________________ Survivor of 4th Succession War, Clan Invasion, Battle of Tukkayid, Smoke Jaguar Trial of Annihilation, Jade Falcon Incursion, Fed-Com Civil War, and more Solaris VII matches than you can count. first off.
NEVER, NEVER play an anything goes game.
why?
because those who are comfortable playing level 2, should not be allowing level 3.
if somebody wants a level 3 mech.
the level 2 player should have more tonnage or numbers.
so those relying on tech level are not munchkins, they are just BAD PLAYERS who need the crutch of higher tech.
as i always say. as long asthe playing field is level (both sides same tech level, same tonnage, same pilots) then it just comes down to mech construction.
and TC/PULSE COMBO IS NOT UNBEATABLE.
and i'll tell you what a munchkin is.
somebody who can use options to specialize.
why a munchkin is at home in Level 3 is that he can make sense and use of all the different options available to make something superstrong.
take for example my LAM. Sure its clan tech and level 3.
but it has both improved jumpjets and the 3x jumping of an LAM.
5/8/8
turns to 2/3/24.
24 jump points makes it so that with a large enough map, i'm king of the battlefield.
PULSE/TC boats can't even take me down.
(i am the Lord of Munchkins after all)
but there is no chance i can win in a city fight.
so randomize the battlefield.
make it so that there is city AND open terrain.
but then again.
it's mech construction.
and trust me. i know what i'm talking about

Would the Phantom Mech Ability be deemed munchy, then?

If used correctly in a Mechwarrior campaign I'd say no.
For just a table top game I'd say yes and actually be tempted to physically throw out a person that suggested it (unless they were joking of course)

somebody who can use options to specialize.
That is perhaps the worst definition I have ever heard.
