Stay Lvl 0 for as long as possible and build up a MASSIVE cash reserve.
After witnessing the Smackdown laid on not only posters on this board, but some of my Neveron neighboutrs, Iam builidng a reserve to use to rapidly build my Empire.

Hey I started never on, about 2 weeks ago, still level 0 but I started 2-3 hexes from House Steiner! Still room to grow though! Any tips/pointers? How long till you can get factories? My empire is Norsemen. I have eight buildable zones with 220 or so population so far. Any feedback on the new building rules?

New building rules seem to to favor large numbers of crews and many buildings being built at once. I like to have about four lvl 2 or 3 crews and then one higher than the rest at lvl 3 or 4. This allows me to build four residences and one factory/commerical at the same time and get a reasonable return on my investment fairly early on.
My advice is not to by too many zones at first, get a few and buld them up, then get more. Land costs are high, so having only what you can use is a good idea.
Finally Assualt Rifle foot platoons are a good way to earn cash in the areas, or at least they were. I would keep one to two of these on hand and just cycle them through.

OK.... this is interesting.
Have just tried to log in, and got the, create new empire or join an existing one, screen
Since I was Lvl 0, and there is no way I could have gone up a level (beleive me, I made sure), I can't have been killed.
Can anyone still see my empire either on the map, or in their treaty area?
